Edwards Penalty Fair?

Tony Stewart's team said his car was too low due to race damage and no penalty was issued. In fact, they didn't even take the car in for further inspection. Brian Vickers was sent home for being too low. Edwards is penalized in points for being too low. Why wasn't Stewart penalized? How is this fair for 3 different drivers to receive 3 different rulings from the NASCAR officials?
