My parents never let me out?

She probably treats you like a little kid because you are behaving like one. It is very easy to whine and complain about what your parents don't let you do, but what have you done to earn the trust of your parents? Are you responsible and respectful? The obviously let you have internet access, so it is not like they cut you off 100%. Plus you are only 13 years old. Don't you have any good friends that they trust, and would let you hang out with? I suggest you use this opportunity to start acting more mature and have a rational talk with your mom about what you are allowed to do.
